py/py.mk: Add makefile variable for qstr autogeneration control.
- any architecture may explicitely build with qstring make
QSTR_AUTOGEN_DISABLE=1 autogeneration disabled and provide its
own list of qstrings by the standard
mechanisms (qstrdefsport.h).
